改革开放以来,中国共产党对社会保障制度功能的认识存在一个发展变化的过程,即从认识不足到初步认识,从认识片面到重新认识,从局部认识到科学把握。中国共产党对中国社会保障制度体系建设的要求也从相对忽略到提出基本要求,从提出特殊要求到提出整体要求,进而对中国社会保障制度体系完善提出全面要求,在此基础上,中国社会保障制度体系建设也从最初的建立社会保障制度内容体系到调整社会保障制度结构体系,从而使得中国社会保障制度体系建设开始走向完善。
Since the reform and opening up, there has been a process of development and change of the CPC’s understanding of the functions of the social security system, from lack of understanding to preliminary understanding, from one-sided understanding to new understanding and from partial understanding and scientific grasp. The requirements of the Chinese Communist Party for the construction of China’s social security system also range from relatively neglecting to putting forth basic requirements, ranging from making special demands to putting forward overall requirements and further raising the overall demand for the improvement of China’s social security system. On this basis, the Chinese social security system System construction from the initial establishment of the social security system content system to adjust the social security system structure system, making China’s social security system began to improve the system.
