Vice Minister Liu Jibin of the Ministry of Finance reported on August 21 this year a set of figures at the National Culture, Education and Administration Finance Working Conference held in Urumqi, Xinjiang. In 1993, all the expenditures for cultural and educational administration (excluding armed police and diplomatic expenditures) 163.889 billion yuan, an increase of 63.352 billion yuan over 1990, with an average annual growth rate of 17.7%, higher than the growth rate of revenue and expenditure for the same period.
