水利部,科技部,财政部,国务院法制办,中科院,国家自然科学基金委员会: 、根据《财政国库管理制度改革试点方案》、《中央单位财政国库管理制度改革试点资金支付管理办法》和财政国库管理制度改革试点工作安排,现将2001年实施财政国库管理制度改革试点工作的有关事项通知如下:一、财政国库管理制度改革试点实施的时间。本《通知》发布之日起,实施一级预算单位本级支出的财政直接支付;2001年9月起,实施一级预算单位以下各级预算单位的财政直接支付和所有纳入改革试点范围的预算单位的财政授权支付。实行财政直接支付与财政授权支付的具体拨款范围,按照财库[2001]41号、财库[2001]42号、财库[2001]43号、财库(2001]44号、财库[2001]45号、财库[2001]46号文件的规定执行。二、预算单位新、旧账户的衔接。各试点单位要按照财库[2000]18号文件的有关规定办理银行开户和印鉴预留手续。试点单位在改革实施之前已拨付的财政资金,继续在原开设的银行账户中使用和核
