黄委会(黄河水利委员会的简称,以下同)图书馆,建于1953年,现有工作人员9名,馆舍面积约1000平方米,馆藏科技图书、期刊10余万册,是一个以水利科技书刊为主的中小型科技图书馆。我馆的任务是搜集、整理、保管、提供治黄书刊资料为根除黄河水害,开发黄河水利服务。我馆的读者,主要是为治理和开发黄河的科研,设计人员。他们对书刊资料的要求全面、系统、专深。我馆向读者提供书刊资料的借阅方式,开始是闭架借阅。闭架借阅书刊不易乱架和丢失,但书刊流通率低,拒借率高,书刊资料不能充分发挥作用。后来改为开架借阅。开架借阅,读者查借方便但容易乱架、丢失和破损。
