在对照反面典型开展“三严三实”教育中,大家发现许多领导干部是秉公用权、审慎决策的,是想干正事、公而无私的,但结果却事如愿违,他们往往是被陷入泥潭的项目套住了后,再被无孔不入的投机分子钻了空子,而锒铛入狱的。其中原因很多,笔者认真分析后觉得,主要还是花在调查研究上的功夫不够,或者说调查研究的能力素质不够,客观上的公心并没能避免主观上的错误。
