为了推进国有及国有控股大中型企业主辅分离,辅业改制,分流安置富余人员工作,贯彻落实《中共中央、国务院关于进一步做好下岗失业人员再就业工作的通知》精神,2002年11月,国家经贸委等八部门联合制定下发了《关于国有大中型企业主辅分离辅业改制分流安置富余人员的实施办法》 (国经贸企改[2002]859号)。该《办法》从9个方面阐述了实施主辅分离工作的主要精神,是指导国有及国有控股大中型企业主辅分离的纲领性文件。本文就如何在859号文件精神指导下做好主辅分离工作谈点粗浅看法。
