改革开放以来,我国报刊业发展迅速,为促进改革开放,丰富人民群众文化生活,发挥了积极作用。但报刊过多过滥、一些报刊利用职权强行摊派发行,加重了基层和农民负担,成了久治不除的一大顽症。我省在2002年就进行了大力度的报刊整顿,走在了全国前面,取得了初步效果。 利用职权强行摊派报刊问题引起了中央高层的重视。2003年7月15日,中央办公厅、国务院办公厅下发了《关于进一步治理党政部门报刊散滥和利用职权发行、减轻基层和农民负担的通知》,受到广大人民群众的衷心拥护和热烈欢迎。 2003年10月,《湖北省报刊治理工作方案》在全省全面实施。根据中央精神和省委的决定,《政策》杂志为中共湖北省委主管、省委主办的唯一的省委机关刊物。
Since the reform and opening up, the rapid development of China’s newspaper industry has played an active role in promoting the reform and opening up and enriching the cultural life of the people. However, there were too many newspapers and periodicals. Some newspapers and magazines used their authority to issue appropriations and forced the burden on grass-roots units and peasants to become a major chronic problem. In 2002, our province carried out an effort to rectify newspapers and periodicals and took the lead in the country and achieved initial results. October 2003, “Hubei Province press governance work program” in full implementation of the province. According to the central government and the decision of the provincial party committee, “Policy” magazine is the only publication of the provincial party committee run by CPC Hubei Provincial Committee and sponsored by the Provincial Party Committee.
