开展扶贫工作,帮助贫困地区尽快地摆脱贫困,是我国社会经济发展中的一项战略性措施。而科学地衡量贫困地区贫困程度和确定脱贫标准,又是开展扶贫工作的基本决策依据。在这个问题上,近些年来,人们虽然作过一些有益的探讨,但总的讲,还没有一个较为科学的指标体系。鉴于此,我们对衡量我国贫困地区贫困与脱贫程度的指标体系进行了一年多的调查研究,建立了一套衡量贫困程度的综合评价模式,根据不同类型地区的条件分别拟定了 Carrying out poverty alleviation work and helping the poor areas get rid of poverty as soon as possible are a strategic measure in the socio-economic development of our country.
