最近,杨汇泉副省长率领省人民政府代表团,赴海南进行访问考察和商谈经济技术协作,取得了很好的成果。现将代表团《关于海南考察报告》转发给你们。省人民政府认为,中央已决定把海南办成我国最大的经济特区,海南的开放和发展,必将对湖南产生深远的影响。加强与海南的经济技术和贸易合作,对于加快湖南经济的发展,促进两省经济共同繁荣,有着十分重要的意义。对代表团与海南商谈的协作意向,各地和有关部门要从自己的实际出发,组织企业单位具体进行洽谈和落实。报告中关于海南建省后将采取的各项优惠政策,可供各级各部门负责同志掌握、参考,以今后海南省正式制定的政策为准。
Recently, Vice Governor Yang Huiquan led a delegation of the provincial people’s government to visit and discuss economic and technological cooperation in Hainan and achieved very good results. Now the delegation “on Hainan inspection report” forwarded to you. Provincial People’s Government believes that the Central Government has decided to make Hainan the largest special economic zone in our country and that Hainan’s opening up and development will surely have a profound impact on Hunan. To strengthen economic, technical and trade cooperation with Hainan is of great significance for accelerating the economic development of Hunan and for promoting the common prosperity of the two provinces. The intention of the delegation to negotiate with Hainan and all localities and relevant departments should organize their business units to discuss and implement concretely in light of their actual conditions. The preferential policies to be adopted by Hainan Province after its establishment will be available to the responsible comrades at all levels and departments for reference. The policy promulgated by Hainan Province in the future shall prevail.
