水运污染时刻伴随着几乎所有水运生产活动而不停地产生着,其管理机制的重要性早已为人们所注意。引进市场机制用以协调与污染相关的各个方面,从而解决这一问题是研究的核心目标。本文给出了采用系统仿真和相关的定量分析方法(统计分析、计量经济估计)相结合的手段,通过基于计算机模拟模型的实验研究以辅助进行水运污染管理机制分析与设计的一种方法。本文介绍的初步理论模型构想仅仅是为了启发有关决策、管理、科研和咨询人员在这个方面的思考,抛砖引玉。
The timing of water transport pollution is constantly occurring with almost all water transport activities and the importance of its regulatory mechanism has long been noted. The introduction of market mechanisms to coordinate all aspects related to pollution and thus to solve this problem is the core objective of the study. In this paper, a method combining system simulation with related quantitative analysis methods (statistical analysis and econometric estimation) is presented to assist in the analysis and design of water transport pollution management mechanism through experimental research based on computer simulation models. This article describes the concept of the initial theoretical model is just to inspire the decision-making, management, scientific research and consultants in this area thinking, startled.
