新泰高新技术产业开发区自建区以来,走的是“特区管理”的路子。这一体制,曾给开发区带来了辉煌,起步建设突飞猛进,开发区建设欣欣向荣。然而,随着高新区的发展,其先天不足便显现出来,管理体制和投资体系不健全,优惠政策难落实,服务水平上不去,管理职能不到位,产权关系不明晰等原因,加之高新技术产业具有高投入,高风险的特殊性,使高新区的发展陷入了某种迟缓和困惑。自1997年底以来,新的两委班子重新审视开发区的建设,针对先天不足
