国务院制定的《水土保持工作条例》已于七月八日颁布。为贯彻《条例》精神而召开的全国第四次水土保持工作会议已于八月二十二日结束。《条例》指出:“防治水土流失,保护和合理利用水土资源,是改变山区、丘陵区、风沙区面貌,治理江河,减少水、旱、风沙灾害,建立良好生态环境,发展农业生产的一项重要内容。”会议则强调“水土保持是山区建设的生命线,是整治国土的重要措施,是造福子孙后代的一件大事”。由此可见,水土保持工作必须加强、加强、再加强。
