在我国行政管理活动中,普遍地存在着这样一种现象,从中央、省直到县、乡镇的各级行政机关,对于其实施行政管理所涉及的各类政务问题,相当部分都是以集体决断的形式实现其行政决策的。由于行政决策是行政管理过程中具有决定意义的中心环节,直接关系到行政管理实践的成败。当前,加快改革开放步伐和抓紧搞好经济建设这一客观形势对行政管理提出了挑战性要求,因而,对这种行政集体决策的现象进行分析和讨论,是很有现实意义的。行政决策是指各级行政机关为发挥行政管理职能,实现一定行政目标而进行的有关行政事务和问题的决策。就决策程序讲,它依然有方案择优即决断这样一个关键环节;从组织系统看,拥有行政决策权的领导班子或个人仍然是行政决策的中枢系统。因而,我们这样界定:所谓
