为落实党的十四大、十四届三中全会和《中国教育改革和发展纲要》提出的大力加强基础教育,到本世纪末基本普及九年义务教育的任务,特作如下决定。 一、全省基础教育的形势和任务 (1)建国40多年来,特别是党的十一届三中全会以来,我省的基础教育工作取得了显著成就。中小学办学条件明显改善,师资队伍不断壮大提高,学校管理不断加强,教育教学改革不断深化,教育质量逐步提高,部分县(市)基本普及了九年义务教育。全省基础教育形势总体上是好的。但是,近两年来,基础教育遇到了一些比较突出的困难和问题。主要表现在:教育优先发展的战略地位和基础教育在整个教育工作中的重点地位还没有完全落实;教育投入不足,教师待遇偏低、队伍不稳,拖欠教师工资现象严重,改善办学条件速度减慢,农村中小学危房增多,学生辍学率上升;教育体制改革滞后于经济体制改革等。所有这些,都迫切要求我们进一步深化改革,大力加强基础教育。 (2)90年代全省基础教育的主要任务是:基本普及九年义务教育人口地区覆盖率达到90%,初中适龄少
In order to implement the Party’s 14th National Congress, the Third Plenary Session of the 14th Central Committee, and the “Outline for China’s Education Reform and Development”, we will vigorously strengthen basic education. By the end of this century, the task of basically popularizing nine-year compulsory education will be decided as follows. I. Situation and Tasks of Basic Education in the Province (1) Since the founding of the People’s Republic of China for more than 40 years, especially since the Third Plenary Session of the 11th Party Central Committee, our province has made remarkable achievements in basic education. The conditions for running schools in primary and secondary schools have been markedly improved, the teaching staff has grown and improved, the school management has been continuously strengthened, the reform of education and teaching has been continuously deepened, and the quality of education has been gradually improved. Some counties (cities) basically universalized nine-year compulsory education. The overall situation of basic education in the province is good. However, in the past two years, basic education has encountered some outstanding difficulties and problems. This is mainly manifested in the strategic position of priority development of education and the fact that basic education has not been fully implemented in the entire educational work; insufficient investment in education, low salaries of teachers, unsteady team, serious arrears in teacher salaries, and a reduction in the speed of schooling. Slowly, the number of dilapidated houses in rural primary and secondary schools has increased, the drop-out rate among students has risen; the reform of the education system lags behind the reform of the economic system. All of these urgently require us to further deepen reforms and vigorously strengthen basic education. (2) The main task of basic education in the province in the 1990s was: the basic universal coverage of the nine-year compulsory education area coverage reached 90%, and the junior middle school age was less
