中行开平支行3任行长之所以能连续9年“盗窃”近5亿美元,银行内控空洞和联行清算系统筛眼坏了很大的事,也给银行分布式多中心技术系统带来洗刷不掉的污点.然而,这种目前备受指责的技术架构,却是对应国内银行业几十年的经营模式-按行政权力和行政区划设立总分行制-而建的. 如果把银行业的经营模式和管理体制看作是上层建筑,银行的技术系统就是经济基础.眼下在中国银行业,技术系统正在普遍从分布式架构改造为集中式架构.这场“超前”跃进之艰难,和中国近代史上的洋务运动已好有一拼.但和洋务运动所不同的是,银行业的集中出路只有一条-走向成功. 之所以说银行IT发展超前,完全是相对于中国银行业的上层建筑改革滞后而言.甚至有专家指出,数据大集中的部队已兵临城下逼宫,银行的经营模式和管理体制却还在扮演着“反动”角色.这一切,非改革不可了. 本刊特邀工商银行的彭建寅博士为本文撰写了评论.他指出:“技术是服从和服务于业务的.然而,技术模式一旦确定,其固有的惯性与刚性,又制约和决定着业务样式的选择.这也从一个侧面诠释了:中国银行改革为什么滞后于其他经济部类的改革.” 1995年,中国工商银行受国外银行的启发,率先在业内提出了网络数据集中.如今,它已演变为席卷中国所有银行的“,”It has been a world trend for banks to establish asystem of core business with focus on customers since themid 1990s. However. the changes ofthe framework of businesssystem call for corresponding reform of the operatingmechanisms inside the banks.In the existing administrative system of Chinese banks.their businesses and customers are divided among branchesand thus separated from each other in accordance withthe administrative scopes and regions in which they areauthorized to operate. Theresulting modes of resource allocations and forms of officialauthorization also cannot but bemade subject to, and reflect,the needs of the established“general branch model” . Shenzhen Development BankCo. Ltd, Chinese MerchantsBank and CITIC Industrial Bankhave now begun their own reform.
