指出新时期电子政务的内涵更加突出公共服务的理念,重点应助力提升公共服务领域的能力和水平;总结了国际电子政务发展在理念模式、整合治理和应对互联网政治挑战方面的新趋势,指出其对中国电子政务发展的启示;归纳了新时期中国电子政务的发展特点并提出新时期推进中国电子政务建设的建议:通过电子政务加快政府转型,建设以公众为中心的服务型电子政务,提升电子政务覆盖受益面,以基本公共服务为根本,加强电子政务在社会管理领域的应用等。
It points out that the connotation of e-government in the new era puts more emphasis on the concept of public service, with emphasis on improving the capabilities and level of public service. It summarizes the new trends in the development of international e-government on the concept model, integration and governance and on the political challenges of the Internet. The enlightenment on the development of China’s e-government; summarizes the characteristics of the development of e-government in the new era and puts forward some suggestions on how to promote the construction of e-government in the new era: accelerating the government’s transition through e-government, building a public service-oriented e- Government coverage of the beneficiaries, basic public services as a fundamental, to strengthen e-government in the field of social management applications.
