重庆是西南地区最大的城市,其主城区居住有800多万人口,同时有着雄厚的经济基础;重庆也是农村人口最多的直辖市,居住在广大农村的人口有2400多万人,特别是居住在农村的少数民族人口有近200万人。民族地区不达到小康,整个重庆也很难达到小康。因此,根据重庆市少数民族地区存在“无大交通依托、无大项目启动、无大城市辐射、无大专院校帮助”的实际,应在“大城市带大农村”的战略措施上加大力度,实施强力的“带动”战略,以促其加快发展。
