目的:通过对农村卫生适宜技术培训的成本—效果分析,探讨经济有效的适宜技术培训方法。方法:通过核算甘肃省农村卫生适宜技术培训财务报表获得人均培训直接成本(C);在培训前后对被培训人员进行闭卷考试,将培训前后成绩的提高幅度作为评价的效果指标(E);进行成本—效果分析。结果:人均培训成本较低的为计生技术,其值为18.20,平均成绩提高幅度较低的为慢性心力衰竭规范化治疗,其增幅为8.94,成本—效果比最高的为穴位埋线技术的临床应用,其值为26.17;中医技术所花费人均培训成本较西医技术和计生技术高,其成本—效果比为26.43。结论:对相对简单或在培训前已有一定程度掌握的适宜技术培训,可聘请本地专家进行,以降低成本。
Objective: To explore cost-effectiveness training for rural health appropriate technologies and to explore economically effective and appropriate technical training methods. Methods: Obtain the per capita training direct cost (C) by accounting for the Gansu Province Rural Health Appropriate Technical Training Financial Statements; perform a closed book examination on the trainees before and after the training, and use the increase of the score before and after the training as the evaluation index (E); Cost-effectiveness analysis. Results: The per capita training cost was lower for the family planning technology, with a value of 18.20. The average improvement was lower for the standardized treatment of chronic heart failure with an increase rate of 8.94. The highest cost-effectiveness ratio was the clinical application of the acupoint embedding technique. Its value is 26.17; the per capita training cost of TCM technology is higher than Western medical technology and family planning technology, and its cost-effectiveness ratio is 26.43. Conclusion: For the appropriate technical training that is relatively simple or has a degree of mastery prior to training, local experts can be hired to reduce costs.
