硅谷发展历史表明,它能成为一个长盛不衰的世界高科技产业中心,依赖于不断的技术创新,而后者又依赖于有一个好的创新机制:包括作为技术创新活动主体的创新型人才;能够激发创新型人才创业热情并降低创业风险的完善资本市场;为技术创新活动提供良好体制环境的政府、企业及学校之间关系;利于技术创新的鼓励冒险、容忍失败的社会文化氛围和优美自然环境。我国目前最缺的是资本市场和体制环境,因此应有的放矢创造条件,不能不顾条件成熟与否一轰而上。
The history of Silicon Valley shows that it can become an enduring world high-tech industrial center that depends on constant technological innovation, and the latter relies on a good innovation mechanism: including innovative talents as the main body of technological innovation activities; A sound capital market that stimulates entrepreneurial enthusiasm for innovative talents and reduces entrepreneurial risk; the relationship between government, enterprises and schools that provide a sound institutional environment for technological innovation activities; the promotion of technological innovation that encourages risk taking, tolerating unsuccessful socio-cultural and beautiful nature surroundings. What we lack most now is the capital market and the institutional environment. Therefore, we should set the stage for creating conditions that can not be ignored regardless of whether the conditions are ripe or not.
