First, we must change and rely on the propensity of the superior. Some brigades and regiments, on the one hand, have a sense of crisis about the building of a contingent of cadres. On the other hand, they lack a sense of ownership based on their own active and mind-bending ways, and passively wait for the above policies, “Hand out rice”. In some units, the construction of cadres at the level of cadres has been passive in dealing with the situation. What the superiors have emphasized is what they are caught in. What they lack is a lack of a combination of the actual and active thinking of the unit and the spirit of creative work.
