据政府有关资料透露,香港经济连续两年出现倒退,财政赤字增大,令人忧虑。解决办法则是众说纷纭,不少人都认为开源(增收)不易,节流(减支)亦难。然而,我认为最重要的是,港人要以新的思维来应对,以新的视角来检视,以香港长远和整体利益为依归,集思广益,必定能找出大多数人接受的解决方案,从而为香港的经济打开一个新局面。 香港作为一个外向型经济体系,经济的发展无可避免受到内外因素交叉影响甚至制约。一般认为,近来香港经济逆转主要有两个原因:一是外因,全球经济下滑及“9·11事件”影响, According to the information provided by the government, it is troubling that Hong Kong’s economy will regress for two consecutive years and the fiscal deficit will increase. It is generally believed that there have been two major reasons for the recent economic reversal in Hong Kong. First, external factors, the global economic downturn and the “September 11 Incident”
