工程量清单,是指依据建设行政主管部门发布的统一工程计算规则、统一项目划分、统一计量单位及其有关的技术标准,经过计算得出的构成工程实体的各分部、分项的可提供编制招标标底和投标报价的工程量总表。改革原有工程造价计价模式,建立以市场形成价格的管理体制,推行工程量清单招投标是目前全国各地造价管理机构工作的重点。通过对在招投标中推行工程量清单计价的基本做法,指出工程量清单计价方式是建立我国建筑产品市场定价模式的最有效方式。体现公开、公平、公正的原则,反映市场经济规律;有利于规范建筑市场计价行为,从源头上遏止工程招投标中滋生的腐败,整顿建筑市场的秩序,促进建筑市场的良性有序竞争。
