科学合理的洪水调度,可有效缓解防汛压力并充分利用雨水资源。南水北调来水调入密云水库调蓄工程运行后,为保障其运行,汛期怀柔水库持续高水位运行,调蓄空间减小,防汛压力加大。此外,怀柔水库下游紧邻怀柔城区,上游淹没区内有多个村庄,一旦发生灾害,上下游人民群众生命财产安全将受到严重威胁。通过对2016年“7·20”大暴雨应对工作进行深入研究和分析,梳理其主要调度措施,分析其中存在的问题并提出合理化建议,为今后怀柔水库洪水调度提供参考。
Scientific and reasonable flood regulation can effectively relieve flood control pressure and make full use of rainwater resources. After the transfer of South-to-North Water Diversion Project to Miyun Reservoir to run the project, Huairou Reservoir in flood season continued to operate at high water level with less space for regulation and storage and increased flood control pressure. In addition, the downstream of Huairou Reservoir is adjacent to Huairou City and there are several villages in the upstream inundation area. Once a disaster occurs, the life and property safety of the people in the upper and lower reaches will be seriously threatened. Through in-depth research and analysis on the “July 20” heavy rainstorm response in 2016, sorted out the main scheduling measures, analyzed the existing problems and put forward reasonable suggestions to provide reference for the future flood control in Huairou Reservoir.
