海南建省伊始,就已站到90年代的门槛。90年代海南社会经济如何发展,举世瞩目。本文就这一问题谈几点想法。海南的现状是基础差,起步低,要求高,任务重,时间紧。再加上国际国内一些不利因素的影响,海南社会经济发展的难度大。不过,如果能正确解决好如下的问题,90年代海南的发展大有希望。(一)进一步明确目的国务院要求海南三、五年内赶上全国平均经济水平,到本世纪末达到国内发达地区的水平,进而为赶上东南亚经济较发达国家和地区的水平而努力。第一个目标看来难以如期实现,这不能说中央给海南定的目标过高,也不能说海南人民不努力。其主要原因是;中央明确规定了海南建省办大特区的目标,但缺乏有力的实现目标的措施,以致于中央给予海南的一系列特区优惠政策,在实际工作中不能得到很好的落实,因此,落实好中央给予的优惠政策,必须明确海南建省办大特区的目的,这对海南今后十年的发展非常重要。

This article talks about this issue a few ideas. The current situation in Hainan is based on poor, low starting, demanding, heavy tasks, tight schedule. Coupled with some unfavorable factors at home and abroad, Hainan’s social and economic development is extremely difficult. However, if we can correctly solve the following problems, the development of Hainan in the 1990s will have great promise. (I) Further Specific Purposes The State Council requires Hainan to catch up with the national average economic level in three to five years and reach the level of developed areas in the world by the end of this century so as to make efforts to catch up with the more developed economies in Southeast Asia. The first goal seems to be difficult to achieve as scheduled, which can not be said that the Central Government will set a high target for Hainan. Nor can it be said that Hainan people will not work hard. The main reason is that the Central Government clearly defined the goal of establishing a large special zone for Hainan Province, but lacked effective measures to achieve its goal. As a result, a series of preferential policies granted by the Central Government to Hainan Province could not be well implemented in the actual work. Therefore, to implement the preferential policies given by the Central Government, we must clearly define the purpose of establishing and running a large special zone in Hainan Province, which is very important for the development of Hainan in the next ten years.
