The traditional turning point in the oceans that has left China with a historical opportunity to miss the ocean has become an important reason why China has lagged behind the development of the world in modern times. With the increasingly intensified competition for oceans and seas around the world, it calls for the transition of contemporary significance in the concept of China’s oceans. The construction of the Northeast Asia International Shipping Center in Dalian provides a practical carrier and historic opportunity for the transformation of contemporary Chinese oceans and highlights the significance of the transition of contemporary Chinese views of the oceans to the peaceful rise of China.
