如何更多的利用民间机构,更少的依赖政府来满足公众需求是困扰许多国家政府改革的一个难题。虽然民营化作为公共服务提供的一个新趋势,在西方国家的实践中充分展现了它的优势,但民营化实现的模式及策略的选择,仍存在争论甚至误解。针对这一问题,本文在不同民营化理论的对比基础上,通过对民营化模式误解的分析,从理论上探讨了民营化改革模式的构建。 How to make more use of private institutions and rely less on the government to meet the public demand is a difficult problem that has plagued the government reform in many countries. Although privatization serves as a new trend in the provision of public services, it has fully demonstrated its advantages in the practice of western countries. However, there are still controversies and misunderstandings about the mode and tactics of privatization. In response to this problem, based on the comparison of different privatization theories, through the analysis of the misunderstanding of privatization mode, this paper discusses the construction of privatization reform mode in theory.
