当前全球性的金融风暴给我国劳动力市场带来了巨大冲击。作为人口大国,中国的就业形势总体上一直偏紧。据《劳动和社会保障事业发展“十一五”规划纲要》预测,到2010年,中国劳动力总量将达到8.3亿人,城镇新增劳动力供给5000万人。而劳动力就业岗位预计只能新增4000万个,劳动力供求缺口高达1000万个左右。在金融风暴影响下,占我国人口总量2/3的农村人口以及农民工的就业问题显得尤为突出,2008年底至今,国家和地方政府出台了一系列措施加大对这一群体的教育与培训,以提高其就业能力。但是,解决如此庞大群体的职业能力提高问题不能一蹴而就,要充分研究农村人口以及农民工在接受职业教育与培训中存在的问题,研究接受培训者和雇佣方的多样化需求,以期切实增强农村人口以及农民工的职业技能,提高其就业能力,进而保证社会的稳定,促进和谐社会的构建。
The current global financial turmoil has brought tremendous impact on our labor market. As a big populous country, the employment situation in China has been generally tight. According to the “Plan for the Development of Labor and Social Security” and the “Eleventh Five-Year Plan”, it is predicted that by 2010 China’s total labor force will reach 830 million and that of urban areas will increase by 50 million. The labor force is expected to add only 40 million jobs, the labor supply gap as high as 10 million. Under the financial turmoil, the employment of rural population and migrant workers, accounting for two-thirds of the total population of our country, is particularly prominent. Since late 2008, the state and local governments have introduced a series of measures to increase education and training for this group , To enhance their employability. However, the solution to the problem of raising the professional capacity of such a large group can not be accomplished in a single moment. The problems of rural population and migrant workers in receiving vocational education and training should be fully studied, and the diversified needs of trainees and employers should be studied so as to enhance the rural population As well as the vocational skills of migrant workers to improve their employability, thereby ensuring social stability and promote the construction of a harmonious society.
