日本素与蒙古无往来,九世纪中叶至十世纪初,日本与唐、新罗、渤海等断交之后,对外采取了锁国政策。十二世纪中期以后,日本商船以对马岛为主,航行于南宋和高丽的沿海地区,九州岛大宰府的官员也利用权力,将贸易船派遣到高丽和契丹。于是,日本海商的活动极其发展,在东亚通商圈占有重要地位,起到了积极的作用。但是,镰仓幕府在律令制体制下不关心国际关系的变化,直到15世纪初日本与周边诸国未建立外交关系。〔1〕
Japan has no diplomatic ties with Mongolia. From the middle of the 9th century to the beginning of the 10th century, Japan and the Tang, Silla and Bohai Sea cut off diplomatic relations and later adopted a policy of locking their country. After the middle of the 12th century, Japanese merchant ships, mainly on the Falklands, sailed in the coastal areas of the Southern Song and the Koryo. Officials in Dazai Prefecture in Kyushu Island also used their power to dispatch the trade ships to Korea and Khitan. As a result, the activities of Japan’s maritime merchants have developed extremely well and have played an important role in the East Asian business community. However, under the legal system, Kamakura Shogun did not care about the changes in international relations until the early 15th century when Japan and its neighboring countries did not establish diplomatic relations. 〔1〕
