今年入汛以来,我国极端灾害性天气多发、重发,最主要的特点就是降雨偏多,洪涝灾害严重,不仅传统多雨的南方地区降雨过程多,而且多年少雨的华北、西北等地区也发生了罕见的暴雨、洪水。全国先后有300多条河流超警,特别是黄河上中游暴雨强度大,洪水来得早、来得猛,防汛抗洪形势严峻。8月1日,国务院总理温家宝在河南考察黄河防汛工作。为此,本刊重新编发1998年第8期《劳动保护》刊载的1975年河南板桥水库溃坝事故,37年后重温这段历史,希望从中吸取更多的教训,防止此类事故的发生。 Since the beginning of the flood season this year, the most catastrophic weather in our country is frequent and reissued.
