为了进一步贯彻落实《中共中央关于科学技术体制改革的决定》,提高计划科研部门领导干部的素质和管理水平,国家地震局于一九八六年四月五日至二十五日,在国家地震局杭州干部培训中心,举办了地震系统部分单位计划科研处长学习班和研讨会,到会代表共44人。 参加这次学习班和研讨会的同志大都是学有专长,经验丰富,从事多年计划科研管理工作的中层干部,他们是科技管理的骨干,在制定地震科技方针政策和计划任务安排上起着重大作用。
