Adelman believes any attempt by the United States to disrupt the Organization of the Petroleum Exporting Countries may fail or will only take effect in the short term. It is important that the transfer of money from the pockets of the oil-exporting nations into the pockets of Americans may one day be able to weaken the cartel’s pricing power. The solution is to stipulate by the government the quota of oil imports and then to grant those oil rights to those oil traders through sealed bidding. The United States government imports each month how much oil can meet the country’s needs, to make estimates, and then issue a petroleum import license. A barrel of oil is also not allowed to be imported without a permit. Just as the government is now selling public bonds, these imported petroleum licenses are sold on the market on a monthly basis in sealed bids.
