负面清单管理模式承载了重要的理论价值和现实意义。目前,我国关于负面清单管理模式的实践探索已经开始,当中面临着一些亟待解决的问题。本文在厘清负面清单管理模式的内涵、特征和适用条件的基础上,重点就完善负面清单的法制保障问题提出具体设想,力求为全面推行负面清单管理模式提供必要的支持与引导。 Negative list management mode carries important theoretical value and practical significance. At present, the practical exploration on the management mode of negative list in our country has already started, and some problems which are urgently needed to be solved are faced with. On the basis of clarifying the connotation, characteristics and applicable conditions of the negative list management mode, this paper puts forward some concrete proposals on how to perfect the legal protection of the negative list so as to provide the necessary support and guidance for the full implementation of the negative list management mode.
