第一条为发展农村基层民主,保障农村依法实行村民自治,根据《中华人民共和国村民委员会组织法》,结合我省农村实际情况,制定本办法。第二条村民委员会是村民自我管理、自我教育、自我服务的基层群众性自治组织,实行民主选举、民主决策、民主管理、民主监督。第三条乡、民族乡、镇(以下简称乡级)人民政府指导、支持和帮助村民委员会开展工作,但不得干预依法属于村民自治范围内的事务。第四条中国共产党在农村的基层组织,按照中国共产党章程进行工作,发挥领导核心作用;依照宪法、法律和法规,支持和保障村民开展自治活动、直接行使民主权利。
Article 1 For the purpose of developing grassroots democracy in rural areas and guaranteeing the implementation of villagers ’self-government in rural areas in accordance with the law, these Measures are formulated in accordance with the Organic Law of the Villagers’ Committees of the People’s Republic of China and the actual conditions in rural areas in our province. Article 2 The villagers’ committees are grassroots mass autonomous organizations that villagers exercise their self-management, self-education and self-service, and practice democratic election, democratic decision-making, democratic management and democratic supervision. Article 3 The people’s government of the townships, ethnic townships and townships (hereinafter referred to as the township level) shall guide, support and assist in the work of the village committees, but shall not interfere in affairs within the scope of the villagers’ autonomy according to law. Article 4 The CPC’s grassroots organizations in rural areas shall work in accordance with the charter of the Chinese Communist Party and play a leading role in leadership. In accordance with the Constitution, laws and regulations, the Chinese Communist Party shall support and guarantee the villagers’ autonomous activities and directly exercise their democratic rights.
