本文认为,经济体制改革的作用在于把传统体制中已经存在的投入产出关系商品货币化,造就商品交换的主体。改革中的双重体制并存一方面可以使旧体制下的企业和消费者适应市场,另一方面又会增加市场体系形成过程中的摩擦。为此必须加强市场体系形成中的五个方面的配套改革:以缩小和最终取消指令性计划和物资统配、实行统一的市场价格为内容的“放”,在“放”中加强组织;通过企业财产关系的变革和把从事经营活动的国家管理机构企业化两个层次创造市场交换的主体;改革流通体制,建立以规模经济为目标的新型商业;建立有效的间接控制体系;政府组织市场的工作围绕创造市场体系运行条件而下功夫等。
This paper argues that the role of economic reform lies in monetizing already existing inputs and outputs of commodities in the traditional system and creating the main body of commodity exchange.
