近年来我国医药费用不合理上涨是医疗卫生改革市场化取向的必然结果,其根源在于医疗市场存在医患双方信息不对称的机制缺陷。只有加强对医疗行为的监管才能克服医疗市场信息不对称的机制缺陷。而现行医药不分、管办不分、政事不分的医疗卫生体制不适应严格监管医疗市场的要求。因此,必须在加快医疗卫生体制改革基础上,进行监管控制方法的创新。
In recent years, the irrational increase of medical expenses in our country is the inevitable result of market-oriented reform of medical and health care. The root cause lies in the fact that the medical market has some defects in the information asymmetry between doctors and patients. Only to strengthen the supervision of medical behavior in order to overcome the medical market asymmetry mechanism flaws. However, the existing medicine is not divided into two parts, and the administrative system is not suitable for the strictly regulated medical market. Therefore, we must innovate the regulatory control method based on accelerating the reform of the medical and health system.
