党的十六届五中全会把建设社会主义新农村作为我国现代化进程中的重大历史任务,明确提出“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的新农村建设目标。春风化雨,润物无声,农村精神文明建设由此被注入了强大的活力。农村物质、精神文明建设从以创建文明村镇为主要形式的群众性创建活动,演进为社会主义新农村建设,进而成为广大农民致富奔小康、构建和谐社会的伟大实践。
The Fifth Plenary Session of the 16th CPC Central Committee takes the building of a new socialist countryside as a major historical task in the process of modernization in our country and clearly states that “a new rural area with productive development, affluent life, civilized civilizations, clean and tidy village and democratic administration” aims. Spring weather, moisten things silent, the rural spiritual civilization thus has been injected into a strong vitality. The construction of material and spiritual civilization in rural areas has started from the mass activities of creating civilized villages and towns as the main form of mass activities and evolving into the construction of a new socialist countryside so as to become the great practice of peasants becoming well-off and building a harmonious society.
