道路运输业是服务范围最广,承担运量最大、运输组织最为灵活、运输产品最为多样的运输服务业,对GDP的直接贡献率达到2.1%。建设打基础,运输出效益。运输要以建设为依托,建设要以运输为归宿。高质量、高效率和安全的运输服务,是交通部门服务社会的终端产品。新时期发展道路运输,就是要立足于发挥道路运输在综合运输体系中的比较优势,选择适合道路运输自身经济技术特点的发展领域和发展特点,推进道路运输与其他综合运输方式的良性互动。道路运输发展中的主要矛盾,已由供给不足转为运输效率、服务质量不高,与社会不断增长的高品质运输需求不相适应。这些问题,归结起来原因是发展方式粗放和管理水平不高。2006年,道路运输领域基本实现了国务院确定的“本届政府任期内,道路交通事故由高发到遏制直至逐年下降的目标”。在道路运输系统中,挂靠经营与美国“零而不乱,散而有序”的运输组织方式相近,但弊端在于企业对挂靠经营者索取的只是利益而没有责任,这是需要纠正的。

In 2006, the road transport sector basically achieved the goal set by the State Council “in the current government term, the road traffic accident from high to contain until its annual decline”. In the road transportation system, the affiliated operation mode is similar to the transport organization mode of “zero disorder, disorderly and orderly” in the United States, but the drawback is that the enterprise takes no responsibility for the interests it claims from the affiliated operators. This is something that needs to be corrected .
