近日,中国铁路迎来两个重要时刻,一个是京沪铁路电气化改造完成通车,还有一个是青藏铁路的建成通车。同时新一轮的铁路融资计划已经悄然启动。记者日前从国家发改委获悉,有关政府部门将进一步完善铁路投融资体制,包括基金的征收和使用以及各级政府的投入,保障公益性铁路项目的投资,同时完善民间投资者准入和收益权保护机制。相关办法或准则将在今年下半年出台。
