The process of global economic integration has prompted emerging countries to work hard to get out of the cheap labor force in the international market and start to compete with the advanced economies in commercial innovation. The article describes the booming development of innovative industries in emerging countries and the “hope or fear” mentality of the slow-growing rich nations. It is noteworthy that initially the developed countries outsourced low-end manufacturing out of a strategic consideration. Nowadays, Obama needs to revive the U.S. manufacturing industry as well as a strategic readjustment. On the eve of the new revolution in science and technology in the world, all countries are trying their best to change the mode of economic growth and will not wait for competition. As a emerging country, China can walk in the forefront of independent innovation, not only related to the country’s economic security, but also affect the improvement of national competitiveness.
