中国青年报2015-12-30报道(摘要):2016年1月1日,备受关注的新大气法正式实施。对比2000年的大气法,新版大气法条文从修订前的七章66条扩展到了八章129条。新法重新理顺了大气环境质量和大气污染物总量减排的关系。明确了防治大气污染的目标是为“改善大气环境质量”。新法更加强调地方政府和企业两个关键主体的责任,加大对企业违法污染行为的惩罚力度。
China Youth Daily 2015-12-30 Report (Abstract): On January 1, 2016, the new atmosphere law of much concern was officially implemented. Compared with the atmospheric law of 2000, the new version of the atmospheric law has been extended from seven chapters to 66 chapters and 129 chapters. The new law re-clarified the relationship between the quality of the atmospheric environment and the total emission of air pollutants. It is clear that the goal of air pollution prevention and control is to “improve the quality of the atmospheric environment.” The new law further emphasizes the responsibility of the two key players of local governments and enterprises and increases the penalties for illegal pollution.
