科学事关基础知识的广泛探索,而这种探索受到人们对其所生活世界的好奇心的驱使。求知欲是人类的天性,而通过基础研究为此作出贡献是人类的责任。基础科学即数学、物理学、化学和生物学,为一切科学研究和技术开发提供了必不可少的工具。资助这些基础科学确实是社会对未来可能做的最佳的投资。工业化国家目前的资助水平约占国民生产总值(GNP)的0.3—0.4%,大多数发展中国家甚至更低。到1995年,合理的目标是把这项预算翻一番,并且期望经过一个较长的时期,这方面的投资必定能够得到数倍的收益。今后向第三世界科学技术项目提供的开发资金,应该包括资助基础科学研究的独立部分。
The extensive exploration of the basics of science has been driven by curiosity about the world in which they live. Curiosity is human nature, and it is human responsibility to contribute to that end through basic research. The basic sciences of mathematics, physics, chemistry and biology provide the indispensable tools for all scientific research and technological development. Funding for these basic sciences is indeed the best social investment possible for the future. The current levels of funding in industrialized countries account for about 0.3-0.4% of GNP, even lower in most developing countries. By 1995, a reasonable goal is to double this budget and look forward to a long period of time. Investments in this area will surely receive several benefits. Future development funding for Third World science and technology projects should include funding of independent components of basic scientific research.
