随着战后联邦德国海外贸易的复兴,联邦德国商界对进军发展中国家地区表示出积极的态度。在美国调整对发展中国家地区援助政策的背景下,艾森豪威尔政府开始推动联邦德国参与海外援助计划。然而,联邦德国多以援助为名,行贸易之实。20世纪50年代末,美国国际收支出现严重不平衡。艾森豪威尔政府强烈要求联邦德国分担美国的海外援助经费。第二次柏林危机期间,联邦德国政府态度发生实质性转变,最终建立起真正意义上的海外援助体系。
With the revival of the post-war Federal Republic of Germany’s overseas trade, the German federal business community expressed its positive attitude towards entering the developing countries. Against the background of the U.S. adjustment of aid policies to developing countries, the Eisenhower administration started to promote the participation of the Federal Republic of Germany in overseas aid programs. However, the Federal Republic of Germany, mostly in the name of aid, conducts trade. In the late 1950s, the United States suffered a serious imbalance in its balance of payments. The Eisenhower administration strongly demanded that the Federal Republic of Germany share its overseas aid funds with the United States. During the second Berlin crisis, the attitude of the Federal Republic of Germany changed substantially and eventually a truly overseas aid system was established.
