坚持典型引路推动教育事业发展

我是1984年主持县教委(当时为教育局)工作的。在实践中,我努力发现典型,热情培养典型,积极推广典型经验,有力地推动了我县教育事业的发展。善于发现典型群众是真正的英雄,先进典型总是客观存在于群众之中的。许多先进典型之所以没有被发现,这原因在于一些领导同志满足于听汇报,基层下得少;即或下去了,也是走马观花、浮光掠影。如果领导者全身心的沉下去,就会发现先进典型的闪光之处。在这方面,我是有教训的。我县是湘南山区的一个大县、穷县,70万人口,800多所学校,教育工作原来十分落后。直到我上任主持工作时,全县办学条件还很差,危房率高达34.7%,几乎校校有危房,有的还在群众的猪圈棚里上课。教师社会地位不高,生活待遇落实不好,民办教师工资长期拖欠。教育质量很低,1984年全省组织小学毕业生会考,我县为倒数第一。1985年8月10日,《湖南日报》在头版头条发消息批评我县,作为刚主持教委工作的主任,压力是可想而知的。县委、县政府和教委诚恳地接受了报纸批评,并下决心改变全县教育落后面貌。我自己也改变了工作方 I was in charge of the County Board of Education in 1984 (at that time, the Education Bureau). My county is one of the major counties and poor counties in the mountainous area of ​​southern Hunan. It has a population of 700,000 and more than 800 schools. The educational work originally lags behind. Until I took office as the presiding officer, the county’s conditions for running a school were still very poor. The rate of dangerous houses was as high as 34.7%. Almost all school schools had dangerous buildings, and some were still in the masses’ sheds. Teachers’ social status is not high, their living standards are not well implemented, and private teachers’ salaries have long been arrears. The quality of education is very low. In 1984, the province organized primary school graduates to take the exam, and my county was the last. On August 10, 1985, “Hunan Daily” issued a message on the front page of the headline to criticize my county. As the director who just presided over the work of the Education Commission, the pressure is imaginable. The county party committee, the county government, and the Education Commission have sincerely accepted criticism from the newspapers and are determined to change the backwardness of county education.
