接湖北省勞動局送來‘關於全省各縣城鎮失業工人情况報告’一件。經研究認爲這一報告很好:報告中具體地反映了小城鎮失業工人的嚴重情况及無人管的現象,並提出了處理意見。希望各地根據具體情况,在可能條件下,亦能進行這樣的調查研究,以便適當處理小城鎮失業問題。爲此特将該報告隨文通報各地,並提出下列意見,以資參考: 一、該報告首先提到:目前小城鎮失業問題是嚴重的,如果我們不能很好的加以解决,勢必引起失業人員不滿,影響黨和政府在羣衆中的威信。湖北省勞動局三、四月份以來每日接見由各縣流入城市的失業人員(或農民)來省要求工作的平均達十餘人,最多達三十八之多。這不但浪費了人力物力影響了生產,妨礙了社會秩序;而且造成大中城市工作被動。因此,這一問題應該引起各地有關部門的嚴重注意。解决小城鎮失業問題的關鍵是縣的領導。特別是今後根據中央勞動就業的新精神:一般小城鎮不屬於統一調配範圍,再加上有些地區又沒設有勞動部門的情况下,更應引
