党的十一届三中全会以来,特别是治理整顿以后,国家对我国产业结构调整问题十分重视,也进行过几次较大调整,在一定程度上促进了资源配置效率的提高和宏观经济效益的增长.但是,不可否认的是,长期以来,由于我们在经济工作的实践中,未能把提高经济效益与产业结构调整工作很好地统一起来;有时从社会稳定方面的考虑,使许多经过实践验证卓有成效,并具有全面推广价值的产业结构调整方案不得不搁置或延缓下来.特别是采取’一刀切’的工作方法不加区别,以至贻误一些结构调整的时机.这既没有使经济效益得到提高,社会有效供给有所增加,
