1945年12月初,陶铸同志奉命和省保安司令员邓华、省副主席朱其文率一批干部,从沈阳出发,路过新民北撤,在高台子召开紧急会议之后,于12月5日来到新民县,在北边公主屯停留7天。在这7天里,陶铸同志共做了4件大事: ——组建新民第一个区委、区政府。先后派刘异云和党的七大代表王枫同志(女)任区委书记,冀中工作队干部魏子玉同志任副书记兼组织、民运部长,赵荫南同志任区长。——召开了七百多基本群众参加的群众大会,宣布人民政府的诞生。陶铸亲自在大会上讲话,号召群众组织起来,翻身闹革
