1990年7月发表的日美结构问题调整协议(日美协议)最终报告,标志着日美经济关系进入了一个新的发展阶段,也体现了日美经济摩擦日益向纵深发展,已触及两国经济结构的深层问题。而美国正是想通过日本经济结构的调整来扭转自己在贸易、投资方面的不利地位,以缓解国内经济矛盾。一、日美协议的主要内容日美协议始于1989年西方国家首脑会议,1990年4月形成了协议的中期报告。报告中,美方在六个领域向日方提出了改善要求。同时,日方也在七个领域,向美方提出了改善要求。以中期报告为基础,在7月完成的最终报告中,日美双方特别是日方都比较具体地提出了改善两国经济结构的方案。
The final report on the Japan-U.S. Structural Adjustment Agreement (Japan-US Agreement) released in July 1990 marks a new phase in the development of Japan-U.S. Economic relations. The Main Contents of the Japan-US Agreement The Japan-US agreement began with the Western Summit in 1989 and formed an interim report in April 1990. In the report, the U.S. side made the request for improvement to Japan in six areas. In the meantime, the Japanese side also raised demands for improvement in the U.S. in seven areas. Based on the interim report, in the final report completed in July, both Japan and the United States, and Japan in particular, put forward proposals on how to improve their economic structure more specifically.
