本文认为,随着人类进入知识经济时代,人才开发在经济发展、社会进步中的地位更加重要,作用更加突出。知识经济时代税收的管理工作呈现管理方式信息化、管理过程知识化、管理结构柔性化、管理成本效益化、国际合作广泛化的趋势,对税务系统人才开发提出了新的更高的要求。要适应知识经济发展的需要,跟上知识经济前进的步伐,就必须树立大人才观念,确立以人为本的税务系统人才开发工作思路,建立投资性开发、层次性开发、学习性开发的人才开发体系,制定人成其才的人才开发措施,全面实施现代化的税务系统人才队伍开发战略。
This paper argues that with the entry of mankind into the era of knowledge economy, talent development plays a more important and prominent role in economic development and social progress. The management of tax revenue in the era of knowledge economy shows the trend of informationization of management mode, knowledge of management process, flexibility of management structure, efficiency of management cost and extensive international cooperation, putting forward new and higher requirements for tax system talent development. To meet the needs of the development of knowledge economy, in order to keep abreast of the progress of knowledge economy, we must establish the concept of big talents, establish a people-oriented thinking on talent development in the tax system, establish a talent development system of investment development, level development and learning development, Formulate talent talent development measures, and fully implement the modernization of the tax system personnel development strategy.
