战略性新兴产业是一个国家或地区在一定时期内伴随技术创新成果应用而出现且对经济社会发展具有战略作用的产业。发展战略性新兴产业既是推进产业结构升级、转变经济发展方式的重大举措,也是顺应全球新一轮科技革命、应对国际金融危机的战略选择。目前我国经济实力明显增强,科技水平不断提高,高新技术产业快速发展,加上庞大的市场需求,为发展战略性新兴产业创造了有利条件,但是在发展战略性新兴产业过程中也出现了一哄而起、重复建设,急功近利、低端制造,商业缺位、集聚不足,体制僵化、机制障碍等问题。要实现战略性新兴产业持续健康协调发展,必须牢牢把握世界科技发展新趋势,探索战略性新兴产业发展规律,坚持市场主导与政府引导结合,发挥企业主体作用;追随超越与自主创新互补,强化核心技术研发;产业激励与机制创新互动,加大政策扶持力度。
Strategic emerging industries are industries in which a country or region emerges with the application of technological innovations for a certain period of time and has a strategic role in economic and social development. The development of strategic emerging industries is not only a major measure to promote the upgrading of industrial structure and changes in the way of economic development, but also a strategic choice to comply with the global new technological revolution and respond to the international financial crisis. At present, China’s economic strength has clearly increased, the level of science and technology continues to increase, and the rapid development of high-tech industries, coupled with a huge market demand, has created favorable conditions for the development of strategic emerging industries, but also appeared in the development of strategic emerging industries. From start to finish, repeated construction, quick success, low-end manufacturing, lack of business, lack of agglomeration, institutional rigidity, and institutional obstacles. To achieve sustained, healthy and coordinated development of strategic emerging industries, we must firmly grasp the new trends in world science and technology development, explore the development patterns of strategic emerging industries, adhere to the combination of market leadership and government guidance, and give play to the main role of the enterprise; follow and transcendence and independent innovation complement and strengthen Core technology research and development; interaction between industry incentives and mechanism innovation, and increase policy support.
