根据党的十四届三中全会精神和国务院关于实行分税制财政管理体制的决定,为了进一步理顺省与地市州的财政分配关系,更好地发挥国家财政的职能作用,逐步增强省级财政的宏观调控能力,促进社会主义市场经济体制的建立和我省国民经济持续、快速、健康发展,省人民政府决定,从一九九四年一月一日起,对各地市州实行分税制财政管理体制。一、省对地市州实行分税制财政管理体制的原则(一)按照中央对地方分税制的原则和目标,省对地市州实行新老体制“双轨”并行,对黄石、十堰、沙市三市因实行分税制财政体制后,老体制无法操作运行,先作必要的调整。(二)正确处理省与地市州之间的财政分配关系,充分调动省和各级政府发展经济、增收节支的积极性,既要维持各地的既得利益,又要逐步增强省级的宏观调控能力。(三)按照事权与财权相统一的原则,合理划分事权,凡涉及全省性和应由省实行宏观调控的大事,财权集中
